Members

Stuart K. Spencer, Chairman, is one of the country's pre-eminent Republican political consultants. Based in California, Stu also remains Chairman of the political consulting and governmental affairs firm, Spencer-Roberts. Having served as a top political adviser to Presidents Ford and Reagan, Stu brings a unique understanding of both the business and political environment. Republican leaders and legislators nationwide actively seek his advice and counsel.

Timothy P. Hecht, President, served in the first Bush Administration as Deputy Political Director at the White House and at the U.S. Department of Commerce as Deputy Counselor to Secretary Robert Mosbacher (1989- 1993). In these positions, along with service in the national campaigns, Tim has worked closely with the leadership of the Republican Party in formulating political and legislative strategy.

Franklin Phifer, Senior Vice President, joined the firm from the Democratic staff of the House Ways and Means Committee (1981-1997). Frank served both as Minority Counsel under former Chairman Sam Gibbons (D-FL) and as Majority international trade counsel on the Subcommittee on Trade. During the Carter Administration, Frank served in the White House as Associate Counsel to Vice President Walter Mondale.

Congressman Thomas P. Latham, Partner, represented Iowa in the U.S. House of Representatives for ten terms, both as a representative from the 4th District and the in the new 3rd District. He was Chairman of the Appropriations Subcommittee on Transportation and Housing and Urban Development, and also served as a senior member of the Subcommittees on Agriculture and Food and Drug Administration, Energy and Water Development, and Homeland Security. An unofficial member of the House leadership team, Tom also served on the House Republican Steering Committee. Congressman Latham provides strategic and legislative advice to firm clients on both domestic and international issues, including tax, trade, agriculture, transportation, energy and financial services.

Sandra Cammer, Senior Associate, has worked for Hecht, Latham, Spencer & Associates since 1984. Prior to that, Sandy served as Director of PAC Administration for the National Association of Realtors. She also previously worked for former Congressman Floyd Fithian (D-IN).
