William Hecht, Chairman of the Board, is a 38-year veteran of the Washington political scene. He began his career in 1971 as a senior House Committee aide, serving alongside such former House staffers as Trent Lott, Pat Roberts, Sherwood Boehlert and Bob Walker. He left the Hill for the private sector in 1975 to launch his lobbying
career. Active in numerous political campaigns, Bill directed the original group of House Members that launched Ronald Reagan's presidential primary campaign. After the 1980 elections, with Reagan as President and a new Republican majority in the Senate, Bill and Stu Spencer formed their own lobbying firm, advising both
clients and candidates. With many international clients, Bill has been actively involved in defeating protectionist trade legislation. In 1994, Bill played a key role in the Republican takeover of the House.

leadership, key committee Members and rank and file GOP
members. He is the recipient of numerous honors and awards for his work in public policy.
Timothy P. Hecht, President, served in the first Bush Administration as Deputy Political Director at the White House and at the U.S. Department of Commerce as Deputy Counselor to Secretary Robert Mosbacher (1989- 1993). In these positions, along with service in the national campaigns, Tim has worked closely with the leadership
of the Republican Party in formulating political and legislative strategy.
Franklin Phifer, Senior Vice President, joined the firm from the Democratic staff of the House Ways and Means Committee (1981-1997). Frank served both as Minority Counsel under former Chairman Sam Gibbons (D-FL) and as Majority international trade counsel on the Subcommittee on Trade. During the Carter Administration, Frank
served in the White House as Associate Counsel to Vice President Walter Mondale.
